HENDRA VIRUS CONFIRMED - Posted 21 May 2010

Biosecurity Queensland is responding to the confirmed report of a Hendra virus case in a horse on the Sunshine Coast.

 The Australian Animal Health Laboratory (AAHL) has confirmed a positive PCR test result to Hendra virus in an EDTA blood sample taken from the horse by a private veterinarian.

 The horse was examined by the veterinarian after the owner reported it was displaying acute onset of neurological signs. The horse was reported as being uncoordinated, demonstrating mouth twitching and being off its food.

 Upon veterinary investigation, the horse exhibited normal respiratory and heart rates. The horse was found to be blind. The neurological signs progressed to seizures, the horse was humanely euthanased and buried on the property.

 One horse remains on the property and has been subject to sampling by a Biosecurity Queensland veterinary officer this afternoon. The horse is reported as clinically normal.

 The property is in quarantine and no horse movements are recorded recently.

 A community engagement program has been commenced to advise neighbours of the situation and to provide relevant information.

Horse owners are urged to review their biosecurity procecdures and contact their veterinarian if they suspect Hendra virus.  Please go to www.qldhorsecouncil.com in the notifiable disease section for fact sheets on ways to reduce the risk of Hendra virus infection.

NATIONAL EMPLOYMENT STANDARDS - Posted 18 December 2009

Please find attached a copy of the National Employment Standards that will apply to all Not-for-Profit sector employers from 1 January, 2010.

 

Please find attached a copy of the Social, Community, Home Care and Disability Services Industry Award 2010 or Modern SACS Award 2010 that may or may not apply to your workplace.

Please let us know if we can assist you with this determination.

Here are some important notes about the Modern SACS Award 2010:

v  All terms and conditions of the this Award apply from 1 January, 2010 EXCEPT for base rates of pay, loadings and penalties.

v  Penalties, loadings etc will commence on 1 July, 2010.

v  Rates of pay will commence on 1 July 2011 this is a year later than all other Modern Awards.

v  There is an ASU Pay Equity Case pending with the AIRC/FWA and it may take some time for this case to be heard and ruled upon.  As such the Commission has determined that an additional 12 months is required in the hope the Pay Equity Case will be settled prior to the introduction of new rates of pay.  Should that be the case FWA may bring the implementation date forward.

v  Note the ASU's pay equity application is for increases of between 18 37% in line with the Queensland Community Services and Crisis Assistance Award 2008 and will apply to all Employees covered by the Modern SACS Award in all States.

v  Until 1 July, 2011 all employers must continue to apply base rates of pay and penalties etc as per their current industrial instrument (ie Award, NAPSA, EBA etc) even if it is a State Award and you are transitioning into the Federal System on January 1, 2010.

v  It is also noteworthy that the AIRC has expanded the coverage of the Modern SACS Award 2010 to include organizations engaged in policy, advocacy and representation work in this sector see the coverage and classification clauses for more info.

This note comes as a reminder of the June 30 closing date for 2009 scholarship applications in all states except NSW and Tasmania.

Reminder notices have been sent to the Scholarship Office in the relevant State Universities and TAFE Directors Australia have been asked to inform the appropriate state TAFE Colleges.

It would be timely to remind your members that if they know of persons who may qualify for these scholarships it would be appropriate to inform them, and refer them to the Scholarship website as noted below.

BANNED ITEMS AT SHOWS - Posted 11 May 2009

During some Shows this year there have been reports of Banned Items being sold by Itinerant traders.  Show Committees are reminded that a list of banned items is contained in section 7 of the QCAS Handbook and this list should be provided to all traders when they make application for a site at your event.

In the event that items are being sold at a Show, the Show Committee should make every attempt to ensure these items are removed from sale as quickly as possible.  Traders selling these items should also be reported to QCAS who will compile a list of infringing traders and advise these  traders of the state wide ban on these items.

RSA (RESPONSIBLE SERVICE OF ALCOHOL) TRAINING - Posted 5 May 2009

The RSA rules for volunteers is, that 1 person needs to have the approved RSA certificate to supervise the other volunteers. There is no separate course for volunteers, it's just the one course.

There are two on-line providers who deliver the approved RSA course:

National Agricultural Scholarships - Posted 16 April 2009

Here is a great opportunity for young people working or studying in the agricultural sector to participate in a national agricultural scholarship program.

The scholarship is a comprehensive fully funded 12 day behind-the-scenes program for 20 to 30 year olds with Woolworths. It gives people the opportunity to hear from leaders in the food supply chain. Highlights include discussions with senior Woolworths executives and decision makers within the company - as well as participating in lectures, tours of supermarkets and the distribution centre.

The scholarship program costs are all covered by Woolworths and includes course fees, accommodation and flights (to and from Sydney).

The scholarship is open to anyone between the ages of 20 and 30 who are either employed in the agricultural or horticultural industry or in their second or further years of study in an agricultural or horticultural faculty. Run in conjunction with the University of Western Sydney and the Royal Agricultural Society of NSW, the program is held from 10 August - 21 August 2009 and applications close on 15 May 2009. 60 people have participated in the program over the past three years.

Equestrian Judging Results - RNA - Posted 04 April 2009

The RNA in recent days has had a number of enquiries from Show Societies regarding the sending of Horse judging results to the RNA. In previous years this practice has assisted with verification of performance requirements and dispute resolution. To assist Show Secretaries/Horse Section Committee's with reduction workload, costs and time the Horse and Arena Committee of the RNA has decided that for 2009 and beyond, Show Societies do not need to send copies/duplicates of Horse judging results to the RNA. However, in is imperative that Show Societies/Secretaries keep a record of Horse judging results in case the RNA needs to verify any result.

 

National Livestock Identification System (Cattle) - Posted 04 April 2009

The following letter was recieved and distributed to all Show Societies in November 2008.  Any Show Society experiencing difficulties with the NLIS System is asked to provide QCAS with a report to allow a uniform response to be sent to Bio Security Queelsland as soon as possible.

INFECTION CONTROL GUIDELINES FOR ANIMAL CONTACT - Posted 1st May 2008
The Tropical Population Health Unit is pleased to advise that the Queensland Health Infection Control Guidelines for Animal Contact are now complete. A Steering Group was formed in 2007 with staff of Queensland Health and relevant stakeholder organisations to develop guidelines for infection control at animal contact events. The draft guidelines were reviewed by a Reference Group with broad membership representing other Queensland Government departments, as well as non-governmental organisations.

A copy of the guidelines in pdf format is attached for your information. The guidelines will be uploaded onto the Queensland Health website in the near future (please search under the document's title).
